Responsibilities
• Elicit, analyze, and document IT business and reporting requirements with VA stakeholders, the Intake Lead, pillar leads, and technical subject matter experts; define measurable acceptance criteria and resolve gaps, ambiguities, and dependencies.
• Maintain requirements-to-performance traceability linking approved intakes and contractual requirements to deliverables, KPIs, source data, supporting evidence, and government reporting outputs; assess the reporting and measurement impacts of approved changes.
• Plan and perform requirements and quality reviews of program deliverables against scope, schedule, acceptance criteria, approved templates, and quality standards.
• Verify that each deliverable is accurate, complete, accessible, properly formatted, approved, traceable, and supported by required submission evidence.
• Maintain the authoritative deliverable repository, version history, approval records, review comments, and audit trail in accordance with document-control practices.
• Define, calculate, and monitor quality and delivery KPIs in coordination with the Metrics Team and VA stakeholders, including on-time delivery, first-pass acceptance, rework, defect trends, corrective-action aging, service performance, and customer satisfaction; connect measures to approved requirements and mission outcomes.
• Create and maintain leadership dashboards and recurring performance reports that communicate trends, risks, root causes, and recommended actions. Support the Reporting Lead with monthly Operational Management Reviews (OMRs), quarterly Program Management Reviews (PMRs), executive briefings, and graphical storytelling aligned with OIT Enterprise Contracts and government reporting requirements.
• Validate source data, metric definitions, business rules, and reporting logic; investigate discrepancies and coordinate timely correction of data-quality issues.
• Conduct trend, variance, and root-cause analysis to identify systemic quality risks, emerging issues, and opportunities for preventive action.
• Develop and improve quality gates, checklists, review protocols, templates, and standard workflows across the deliverable lifecycle.
• Log and track quality findings, nonconformances, corrective actions, and preventive actions through closure; verify that corrective actions are effective.
• Facilitate readiness reviews with project managers, technical leads, analysts, and subject matter experts and clearly communicate release or submission risks.
• Facilitate cross-functional working sessions to clarify requirements, review performance variances, and recommend actions that improve efficiency, sustainability, and alignment across the ESOM portfolio.
• Support internal audits, customer reviews, compliance assessments, and evidence requests; maintain organized, inspection-ready records.
• Automate repeatable reporting, notifications, approvals, and quality-control activities where practical while maintaining appropriate human review and data safeguards.
• Evaluate responsible uses of AI-enabled and other emerging tools to improve review efficiency, analytics, and knowledge reuse in accordance with program policy and security requirements.
• Capture lessons learned, recommend measurable process improvements, and support broader Value Management, PMO, and Customer Satisfaction priorities as needed. Contribute validated best practices, pain points, and improvement opportunities to the program insights repository.
