Trócaire in South Kordofan
Trócaire has been working in South Kordofan since 2011, delivering humanitarian and development programmes through local partners in collaboration with local authorities. The current portfolio includes Health and Nutrition, Water, Sanitation and Hygiene (WASH), Livelihoods and Food Security, with a strong protection mainstreaming and safe programme delivery. From August 2026, Trócaire will expand its programme with the implementation of two projects under its Women and Girls Protection, Voice and Leadership thematic area. This role will provide strategic and technical oversight of these projects, ensuring effective implementation and quality programming in partnership with local stakeholders.
Purpose of the Role
The MEAL Officer will work closely with Trocaire partners MEAL Officers and will be responsible for supporting baseline surveys, Support in the development and implementation of project MEAL plans, community feedback and accountability mechanisms and development of programme MEAL reports. S/he will ensure that these tasks are functional and well grounded, strengthening coordination and collaboration with all programme team and partner staff, while ensuring that MEAL is visible within projects.
Key Responsibilities:
Partner support:

• Support partner to develop and utilize Activity Performance tracking Template (APTT) (Indictor Performance Tracking Table) IPTT and Indicator Reference Sheet) IRS for effective programming.

• Support partner to utilize and institutionalize the data collection (Electronic and Manual) and analysis tools.

• Support the partner in data collection activities including enumerator trainings and data validation

• Strengthen the capacity of partners and Women‑Led Organisations (WLOs) on MEAL concepts, tools, data protection and data use.

• Support partner to compile donor‑ready reports (Annual Reviews, Project Completion Reviews).
MEAL Programme support function

• Support the development and implementation of MEAL plans aligned with approved project documents.

• Support in the establishment baselines for all indicators (impact, outcome, output) using reliable data sources.

• Conduct regular data collection (surveys, FGDs, safety audits, case management satisfaction tools, psychosocial wellbeing assessments) and analysis (disaggregation of data by sex, age, geography, and vulnerability status.

• Track progress against milestones and targets monthly, quarterly, biannually, annually (where required).

• Supporting archiving and data management systems.
Program and Data Quality

• In collaboration with other project officers conduct field visits to monitor program activities interventions against Quality Benchmarks/ Quality Checklists

• Support in Routine Data Quality Assessment (RDQAs) assessing Validity, reliability, and availability of data

• Support the actual execution of mid‑term and final evaluations, ensuring alignment with Theory of Change.

• Support the documentation of lessons learned and produce learning briefs.

• Facilitate reflection sessions with partners and communities to validate findings.

• In collaboration with partner and Trocaire programme staff undertake joint programme visit and generate reports with follow up actions,
Accountability Mechanism

• Support partners in to operationalise MEAL community accountability mechanisms and forums where community are holding Trocaireto account on programme implementation as guided by the Field coordinator

• With support from the MEAL Coordinator, maintain a complaints database and manage the complaints feedback and referral system in close collaboration with the Focal Person(s)/sector heads and management.

• Promote transparency by sharing findings with stakeholders and communities.
Other Duties

• Any other reasonable and relevant area of work that, in the opinion of management, is consistent with the role of MEAL Officer.
Requirements
Experience:

• At least 4 years of experience in monitoring and evaluation

• Additional skills/experience in one or more of the following technical areas: Food, Security and livelihood; child health/ nutrition; WASH, Protection and humanitarian projects, health services delivery;

• Experience in data quality assessments and project monitoring

• Experience in supporting research assistants and consultants for quality data collection

• Experience in use of digital data collection methods

• Experience in data collection, analysis and reporting

• Experience with community engagement on MEAL activities

• Demonstrable experience in training others
Qualifications

• A Bachelor’s degree on Public Health, Development Studies, Monitoring and Evaluation or Statistics from a Reputable institution.

Technical/Professional skills:

• Proven technical skills in data collection, analysis and presentation

• Significant knowledge of M&E design and quantitative and qualitative evaluation techniques

• Ability to write donor reports and findings.

• Excellent communication skills, including fluency in written and spoken English and fluency in Arabic language.
