About this role

Our client, The East African Crude Oil Pipeline (EACOP) is a major midstream development spanning Uganda and Tanzania. It includes the construction and operation of a nearshore Marine Tanks and Terminals (MTT) facility in Tanzania. Once completed, the EACOP Company will operate a 1,443 km electrically heated crude oil export pipeline, transporting crude oil from Kabaale–Hoima in Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania for export to international markets. The Marine Livelihood Lead will provide strategic and operational leadership for the engagement, planning, supervision, implementation, monitoring, and reporting of marine livelihood restoration programmes under EACOP, with specific focus on the Chongoleani Peninsula Supplementary RAP commitments. The role will ensure effective delivery of livelihood initiatives for marine and coastal Project Affected Persons, including fisheries-related support, agricultural and alternative livelihood programmes, enterprise development, value addition, and income restoration activities, in line with RAP commitments, lender requirements, EACOP standards, and sustainable development objectives. Principle Responsibilities Lead the implementation of marine livelihood restoration activities under the EACOP Chongoleani Peninsula Supplementary RAP, ensuring alignment with approved commitments, workplans, budgets, lender requirements, and project standards. Coordinate and supervise implementation teams, livelihood restoration coordinators, consultants, contractors, and implementing partners to ensure timely, high-quality, and accountable delivery of marine livelihood programmes. Plan, oversee, and monitor livelihood interventions targeting fishers, diver fishers, gleaners, marine users, vulnerable households, and other affected coastal community members. Support and supervise fisheries-related livelihood measures, including improved fishing practices, fishing equipment support, safety at sea awareness, market access, cooperative strengthening, and sustainable use of marine resources. Oversee agricultural and related alternative livelihood programmes where applicable, including crop production, livestock, aquaculture, seaweed farming, beekeeping, kitchen gardens, and other income-generating activities suitable for affected households. Promote enterprise development and value addition initiatives, including business skills training, savings and credit linkages, market linkage facilitation, product improvement, processing, packaging, and support to micro and small enterprises. Lead continuous engagement with affected communities, Beach Management Units, fisheries authorities, district and village leadership, cooperatives, women and youth groups, and other relevant stakeholders to ensure inclusive participation and ownership. Ensure livelihood programmes are implemented in a culturally appropriate, gender-sensitive, and inclusive manner, with specific attention to vulnerable groups and households requiring additional support. Establish and maintain monitoring systems to track participation, delivery progress, livelihood outcomes, income restoration indicators, grievances, risks, and corrective actions. Identify implementation risks, stakeholder concerns, and emerging livelihood challenges, and recommend timely mitigation measures to improve programme effectiveness and sustainability. Coordinate with Social Performance, Land, Environment, Community Relations, Procurement, and technical teams to ensure integrated delivery of livelihood restoration commitments. Prepare accurate progress reports, implementation updates, lender reporting inputs, lessons learned, success stories, and evidence of livelihood restoration outcomes for internal and external stakeholders. Develop and maintain constructive working relationships with affected marine and coastal communities, Beach Management Units, fisheries offices, district authorities, village leadership, cooperatives, NGOs, and other relevant stakeholders. Lead community consultations, awareness sessions, feedback meetings, and participatory planning processes related to marine livelihood restoration and Supplementary RAP implementation. Support grievance management by documenting concerns, coordinating resolution actions, tracking trends, and ensuring timely feedback to affected persons and stakeholders. Sustainability Livelihood Development & Environmental Integration Ensure livelihood restoration measures contribute to sustainable income recovery while respecting marine conservation, environmental protection, and responsible resource-use principles. Integrate agricultural, fisheries, aquaculture, and enterprise development activities into practical livelihood packages that respond to household needs, local market opportunities, and coastal community realities. Promote value addition and market-oriented livelihood activities that improve household resilience, income diversification, and long-term sustainability. Collaborate with environmental, fisheries, agriculture, and community development stakeholders to align livelihood interventions with regulatory requirements and good practice. Track livelihood outcomes, participation, grievances, socio-economic changes, and sustainability indicators, and provide recommendations for continuous improvement.

Accountabilities: Accountable for the effective coordination, implementation, monitoring, and reporting of marine livelihood restoration activities, including management of contractors and implementing partners in assigned project areas. Accountable for coordinating with marine operations teams, communities, authorities, and other stakeholders to manage operational interfaces, livelihood commitments, community concerns, grievances, and emerging social risks.
