About this role

ICF is seeking experienced emergency management professionals to join our Disaster Response Operations Section Reservist Cadre. This is an On-Call position supporting the ICS Operations Section responsible for providing tactical support to enable incident operations to meet objectives. Assignments are activated based on project and disaster operational needs and may involve deployments to Emergency Operations Centers (EOCs), Joint Field Offices (JFOs), Disaster Recovery Centers (DRCs), client sites, field locations, or remote environments. Deployment opportunities are not guaranteed and may vary in duration, location, and frequency.
Candidates with experience in emergency management, incident response, disaster recovery, EOC operations, ESF coordination, or Incident Command System (ICS) leadership roles are highly encouraged to apply. Experience in public safety, public health, utility emergency operations, mass care, and field operations is also desirable.
Reservists are typically activated for disaster events, emergency exercises, planning projects, and surge support requirements. Candidates should be prepared to deploy with limited notice, work flexible schedules that may include evenings, weekends, and holidays, and support incident operations in dynamic and fast-paced environments.
About On-Call Employment with ICF
Due to the seasonal or project-specific nature of our disaster and emergency management work, ICF hires professionals as "On-Call" employees. On-Call employees are scheduled for work as it becomes available, with the freedom to accept or decline assignments. Individuals may work on concurrent projects outside of their ICF assignments, provided there is no conflict of interest.
Key Responsibilities
• Support all-hazards disaster response and recovery operations, including natural disasters, public health emergencies, and other emergency events.
• Coordinate with Incident Command, Operations, Logistics, Planning, Finance & Administration, Command Staff, vendors, contractors, and partner organizations to support incident objectives and operational priorities.
• Coordinate activities across Emergency Support Functions (ESFs), operational branches, field teams, and partner organizations.
• Support mission assignments, operational task tracking, resource prioritization, and field operations coordination.
• Monitor incident activities, identify operational challenges and resource gaps, and support issue resolution.
• Support Emergency Operations Center (EOC) activations, operational briefings, planning meetings, and incident management activities.
• Prepare situational reports, operational updates, executive summaries, and incident documentation.
• Maintain situational awareness and support information sharing among leadership, operational teams, and stakeholders.
• Coordinate with federal, state, local, tribal, territorial, nonprofit, utility, and private-sector partners to support response and recovery efforts.
• Support continuity, resilience, and community recovery activities while identifying opportunities to improve operational effectiveness and stakeholder collaboration.

Minimum Qualifications
Candidates must possess qualifications commonly applicable across FEMA Operations Section Chief and Branch positions.
• 3+ years of professional experience in emergency management, disaster response, disaster recovery, public safety, military operations, incident management, emergency communications or a related field.
• 2+ years of professional experience actual response in incident management, emergency operations, or emergency operations functions; working across multiple teams and tactical operations.
• 2+ years of professional experience managing multiple priorities in dynamic, time-sensitive environments, providing strong communications, organizational and immediate problem-solving skills.
• 2+ years of professional experience producing reports, plans, briefings, documentation, or decision-support products.
• Completion of FEMA/NIMS ICS courses: 100, 200, 700, 800.
• Must have a valid U.S. driver’s license and successfully pass a Motor Vehicle Records (MVR) check.
• Must be willing and able to travel, both flight and vehicle, with short notice; inclusive of deployment nationally, hours including evenings and weekends in rapidly changing operational environments.
Preferred Qualifications (these will set candidates apart)
• Bachelor's degree in Emergency Management, Public Administration, Homeland Security, Public Safety, Business Administration, Criminal Justice, Fire Science/Administration or a related field; or equivalent combination of education and experience.
• Experience working within an Emergency Operations Center or similar environment, supervising personnel, coordinating teams and managing operational activities.
• Experience in supporting large-scale, multi-jurisdictional emergency operation coordination efforts, especially as in the ICS Operations Section or within an Incident Command Structure.
• Experience working in disaster response or recovery operations.
• Experience working with federal, state, tribal territorial or local government partners, such as government agencies, utilities, healthcare organizations, nonprofits, and/or critical infrastructure partners.
• Completion of FEMA/NIMS ICS courses: 300, 400.
• Operations Section Chief level role: Deployment experience in the OSC role and ICS Training, including E/G/L 0191 and E/L 0958 or equivalent USFA O-0305, Type 1-3 experience.
